Here's the text of the motion concerning the Cathedral in the Square, which will be voted upon by the Diocese of Christchurch Synod on September 9.

MOTION 3:   Cathedral building at 100 Cathedral Square

Following, pursuant to clause 6(1) of Schedule 2 of the Anglican (Diocese of Christchurch) Church Property Trust Act 2003, the reservation to the Synod of the question of the future of the cathedral building at 100 Cathedral Square, Christchurch, Synod resolves:

Either Option A

to direct Church Property Trustees to enter into such contracts and arrangements and take whatever steps it deems necessary to bring about the reinstatement of the cathedral building at 100 Cathedral Square on the following terms:

  1. CPT will accept the 4th July 2017 offer of assistance from the Government inclusive of the Christchurch City Council and GCBT money;
  2. the project budget to be set by CPT and the UJV including construction costs (estimated $104,000,000), fundraising costs (estimated $4,000,000) plus sufficient further funds for any other costs associated with reinstatement including an endowment to fund the future on-going costs of insurance and maintenance (estimated $10,000,000);
  3. the project to be completed in three parts
  • reinstatement of the main building, which must proceed first;
  • reinstatement of the tower; and
  • reinstatement of the ancillary buildings;
  1. no significant work to commence on each part until funding sufficient to cover the total cost of each part has been guaranteed inclusive of endowments needed to cover future on-going costs of insurance and maintenance for that part; and any other terms Church Property Trustees considers reasonable that are not inconsistent with this resolution of the Synod including the particulars in the CWG report of November 2016.
  2. no significant work to commence on each part until funding sufficient to cover the total cost of each part has been guaranteed inclusive of endowments needed to cover future on-going costs of insurance and maintenance for that part; and any other terms Church Property Trustees considers reasonable that are not inconsistent with this resolution of the Synod including the particulars in the CWG report of November 2016.

Or Option B

to direct Church Property Trustees to enter into such contracts and arrangements and take whatever steps it deems necessary to deconstruct the existing cathedral building at 100 Cathedral Square and construct an inspiring new cathedral building on the site on the following terms:

  1. the total project cost, including an endowment fund to fund the future ongoing costs of insurance and maintenance, must not exceed the balance of the cathedral insurance proceeds fund and any other contributions; and
  2. any other terms Church Property Trustees considers reasonable that are not inconsistent with this resolution of the Synod.

Or Option C

to direct CPT to enter into negotiations with the Government for the gifting of the land and buildings at 100 Cathedral Square to the people of New Zealand on the following terms and conditions:

  1. the offer of the sharing of the extensive knowledge of CPT, the Chapter and the Diocese about the building in particular through the appointment of two Diocesan representatives to whatever body is created to reinstate the cathedral building to its former glory and manage it for the people of New Zealand;
  2. the passing of legislation to allow for the gifting of the land and buildings at 100 Cathedral Square to the people of New Zealand and the gifting by CPT of a portion of the material damage insurance proceeds; and
  3. that it be requested that the Diocese be able to use at no cost the building for major Church festivals such as Christmas and Easter, larger funerals and other major events.
